What does collegiality mean? Is it traditional?

The doctrinal novelty of “collegiality” was introduced in the years leading up to the Second Vatican Council by the notorious liberal theologian Yves Congar, who asserted that bishops possess an authority extending beyond their dioceses, even over the entire Church. With the passing of time and especially in light of the deterioration of the Holy See’s ability to provide doctrinal unity to the Church, this new doctrine can be clearly seen as an attack on the authority of the Pope.
