Has the Pope Fulfilled Our Lady
of Fatima’s Request?

It has been reported that Sister Lucia spoke to Cardinal Antony Padiyara about the Consecration of Russia last October 11, 1992. On the morning of October 11, Cardinal Padiyara visited Sister Lucia at the Carmelite convent in Coimbra and spoke with her for close to two hours. One of the things that the Cardinal asked Sister Lucia was a question about the Consecration of Russia requested by Our Lady of Fatima. Regrettably no one present was able to make a tape recording of Sister Lucia's words, but we do nevertheless have one lay person's full account of this interview. In this account he tells us what she said about the Consecration of Russia. Far from settling the matter, Sister Lucia's comments about the Consecration has had the very unsettling effect of raising new questions — not so much about the consecration of Russia, but about Sister Lucia herself.
Cardinal Padiyara asked Sister Lucia if the consecration performed by the Pope on March 25, 1984 fulfilled the request made by Our Lady of Fatima? Those present have reported that Sister Lucia answered in the affirmative. For those who are not very knowledgeable about Fatima, the report that Sister Lucia now says that the consecration is done settles the matter once and for all. However, the matter is far from settled: a brief examination of the facts that concern the Consecration of Russia will make it very clear that the matter is far from settled.
The Pope Must Order the Bishops
Sister Lucia wrote an account of Our Lady of Fatima's words spoken at Tuy on June 13, 1929. Our Lady said: "The moment has come in which God asks the Holy Father to make, and to order that in union with him and at the same time, all the bishops of the world make the consecration of Russia to My Immaculate Heart ... "1
It is noteworthy that the Blessed Virgin asks that the Pope order that all the bishops of the world make the consecration of Russia. Sister Lucia has made this clear on many occasions: Sister Lucia wrote in a text she gave to Father Goncalves on May 29, 1930:
The Good God promises to make an end of the persecution in Russia if the Holy Father deigns to make, and orders to be made, by all the bishops of the Catholic World, a solemn and public act of reparation and Consecration of Russia to the Most Sacred Hearts of Jesus and Mary and if in return for the end of this persecution His Holiness promises to approve and recommend the practice of reparatory devotion (the Five First Saturdays).2
She wrote in a letter dated June 12, 1930:
If the Holy Father will himself make a solemn act of reparation and Consecration of Russia . . . as well as ordering all the bishops of the Catholic world to do the same.3
Sister Lucia's Consistent 60 Year Testimony
On March 21, 1982, Sister Lucia declared in the presence of the Apostolic Nuncio to Lisbon, Archbishop Portalupi, the Bishop of Leiria and Dr. Lacerda that the Pope must select a date on which to order the bishops of the whole world to make a public and solemn act of reparation and Consecration of Russia to the Most Sacred Hearts of Jesus and Mary.4
Sister Lucia officially on March 21, 1982 spoke to the Pope's personal representative in Portugal the Papal Nuncio, Archbishop Sante Portalupi. "So that the bishops of the world," she said, "be united to the Pope in this Consecration of Russia to the Immaculate Heart of Mary. The Pope must either convoke all the bishops to Rome, or to another place, to Tuy for example. Or else order the bishops of the entire world to organize, each in his own cathedral, a solemn and public ceremony of Reparation and of Consecration of Russia to the Sacred Hearts of Jesus and Mary."5
On the afternoon of March 19, 1983, the Apostolic Nuncio, Archbishop Portalupi met with Sister Lucia in order to establish precisely what Sister Lucia had to say concerning the consecration of the world that the Pope had performed on May 13, 1982. Besides the Nuncio, two other witnesses were present, Dr. Lacerda and Father Messias Coelho. Sister Lucia declared that "the Consecration of Russia has not been made as Our Lady has demanded" and she added, "I could not say so before because I did not have the permission of the Holy See." In that same interview, Sister Lucia explained the reasons why the Holy Father's 1982 consecration did not fulfill Our Lady of Fatima's request:
1) Russia had not clearly been indicated as the object of the consecration.
2) Each bishop had not made a public and solemn ceremony in his own cathedral.
On July 20, 1987, Sister Lucia stated to Enrique Romero in a subsequently published interview that the Consecration of Russia requested by Our Lady of Fatima is not yet done.6
In an interview which appeared in the September 1985 issue of Sol de Fatima, Sister Lucia was asked if the Pope fulfilled the request made by Our Lady at Tuy when he consecrated the world on March 25, 1984. Sister Lucia answered: "There was no participation of all the bishops, and there was no mention of Russia." The interviewer then asked, "So the consecration was not done as requested by Our Lady?" Sister Lucia answered: "No. Many bishops attached no importance to this act."
It is now reported that Sister Lucia now believes that Our Lady does not require the participation of all the bishops, or that Our Lady never requested that Russia be specifically mentioned by name. These statements irreconcilably contradict everything that Sister Lucia has consistently stated about the Consecration of Russia for sixty years. Let us recall that Sister Lucia reported to the Apostolic Nuncio to Portugal on March 19, 1983 that the reasons why the Pope's 1982 consecration did not fulfill Our Lady's request was precisely because 1) Russia had not clearly been indicated as the object of the consecration and 2) each bishop had not made a public and solemn ceremony in his own cathedral.
Sister Lucia Formally Reports
to the Papal Nuncio
To express it in Sister Lucia's own words of March 19, 1983: "In the Act of offering of May 13, 1982, Russia did not appear clearly as the object of consecration. And each bishop did not organize in his own diocese a public and solemn ceremony of reparation and Consecration of Russia. Pope John Paul II has simply renewed the consecration of the world made by Pope Pius XII Oct. 31, 1942. Of this consecration of the world one may hope for certain good effects, but not the conversion of Russia."7
If Sister Lucia now believes that Our Lady does not require the participation of all the bishops and the specific mention of Russia, then why did she tell the Pope's representative that Our Lady does require them? Something is very wrong.
It will be useful to bear in mind that it was in 1989 that others reversed their positions about the consecration. Father Messias Coelho made his turnabout at about that same time. Dr. Lacerda is also now maintaining that the consecration was accomplished by the Pope in March of 1984. According to sources, both Father Coelho and Father Fox have admitted that Rome has been exerting pressure on them to say the consecration is done. This was in 1989.
It was in 1989 that Rome began to make preparations for the meeting between Pope John Paul II and Mikhail Gorbachev which took place on December 1st of that year. For the sake of the Vatican's Ostpolitik it seemed appropriate to the Vatican bureaucrats to have it affirmed that the Consecration of Russia was indeed accomplished, and that the conversion of Russia was already in progress.
Sister Lucia Is Now Under Heavy Pressure
Pressure has been brought to bear on Sister Lucia. This can be seen in view of the fact that Sister Lucia has not only repudiated the position that she had previously held for sixty years, but in reversing her position, she explains her new position with arguments that do not reflect her own thoughts, but those of others. When one reads the computer generated letters of Sister Lucia, one encounters the arguments and reasoning presented several years earlier by such individuals as Bishop Luna and John Haffert. This is no mystery. It is the rector of the Fatima sanctuary, Mons. Luciano Guerra who has written Sister Lucia's recent letters which deal with the question of the Consecration of Russia.8
When Sister Lucia says that previous to 1984, the consecration had been partially done, she is merely stating a position that had already been articulated by others at a time when she still maintained that the consecration had not been done. When Sister Lucia says that the conversion of Russia has already taken place, she is only saying what Father Fox has already declared to the world. When the discrepancies between her writings and these new positions are pointed out to her, she discredits her own writings by saying that they contain inaccuracies.
It is very interesting to note that Sister Lucia refuses to make any specific denials regarding alleged "misquotations" and "inaccuracies" in her earlier writings and statements which contradict her new position. She knows only too well that her writings have been photographically published in her own handwriting. Sister Lucia's recent statements stand in irreconcilable contradiction to her earlier position which she had consistently held for sixty years.
Pray, Pray for Sister Lucia
Sister Lucia's present situation reminds one of St. Joan of Arc, who repudiated her celestial "voices" and denied that they were of supernatural origin in order to avoid being burnt at the stake as a heretic. The Blessed Virgin then appeared to St. Joan and told her that she had damned herself. St. Joan repented, and then repudiated her retraction. In Sister Lucia's case, there may be factors present which would reduce her moral responsibility.
Why has Sister Lucia made such a fool of herself? It is very easy to apply brainwashing techniques on a person who lives in a cloistered environment — especially when the subject is of a very advanced age. Recently Sister Lucia was videotaped as she left the cloister in order to vote in the Portuguese election. When asked her name, she could not correctly recall it. She had to finally ask the poll official to read it off of her ID card. If she has been drugged or brainwashed, that could account for the fact that Sister Lucia could not correctly remember her own name.
People who have been subjected to brainwashing or sensitivity training are often known to repudiate with enthusiasm the things that have been most sacred to them. Father Van Coillie underwent brainwashing in the prisons of Red China, and he described that hellish experience in his book, Enthusiastic Suicide. While in his brainwashed condition, he praised the good work of Stalin and the Soviets. After his release, when he was restored to liberty, he returned to a normal state of mind. Less brutal but more subtle methods are sometimes employed in religious institutions. It is called mind control.
Under normal circumstances where she would not be subjected to undue pressures and influences, it would be inconceivable that Sister Lucia would discredit her own statements and disparage her own writings as she is now apparently doing. Her present state of mind is in itself a strong indication that Sister Lucia has been mentally abused by her superiors who have subjected her to mind control. She has been "trained" to say that the Consecration of Russia is already accomplished, that Russia is converted and whatever else the Ostpolitik minded officials of the Vatican want her to say.
Bishop Alberto with His Head in the Sand
It is very easy to bury our heads in the sand, ostrich like, if we wish to preserve our psychological security in a mad and dangerous world. We can close our eyes and deny that there is still war, hunger and persecution of the Church taking place today in spite of Our Lady's alleged triumph that purportedly began on March 25, 1984. Last February, a full page advertisement appeared in the Manila Bulletin which had originally been published in Spain by the Blue Army. That report stated that the Consecration of Russia is accomplished, Our Lady's triumph has begun, and there is no longer any possibility of a world war. They have lost touch with reality — their minds inhabit an unreal world of delusions.
The Bishop of Leiria-Fatima, Alberto Cosme do Amaral, has declared that "Everything leads us to think that the Consecration requested by Our Lady is done . . . It is correct to think that all that surprisingly took place in the East and Central Europe — religious liberty recognized by governments, institutions of the sacred Hierarchy, respect for the fundamental rights of the human person — may be attributed to the intervention of Our Lady . . ."
Likewise Mons. Guerra believes that the conversion of Russia is already well under way. His "proof" is 1) the establishment of diplomatic relations between the Vatican and Bulgaria, 2) the re-opening of a church in Shanghai, 3) the rebirth of Caritas in Hungary, and 4) a pastoral letter against Anti-semitism in Poland.9
According to a 1991 report of our Fatima correspondent, "The Fatima rector has for a few months now been preaching in his sermons, that Russia has been converted, and that we are now living through the era of peace that Our Lady promised. He maintained that there would be no war, and that Our Lady's divine intervention could be seen in the peace negotiations taking place with Iraq. Dozens of stickers around the Sanctuary grounds read, "In the end my Immaculate Heart will triumph", and, "An era of peace will be given to the world." The Portuguese were not convinced and subsequently those signs were removed since the war began with Iraq."
Recently the Archbishop of Braga (Portugal) delivered a sermon in which he attributed the present "Conversion of Russia" to the intercession of Our Lady of Fatima.10 The Archbishop of Braga, the Bishop of Fatima, and Mons. Guerra, (like Fathers Fox and Miller) are out of touch with reality. There are plenty of less enthusiastic people around who do not share their naive conviction.
Ex-Communist Zita Seabra had this to say about the "Conversion of Russia": "I think the Russians have converted more to McDonald's than to Our Lady of Fatima. In the changes that have occurred recently in the Soviet Union, there contributed much more the ideals of "Liberty" than the proper religious sentiments."11
What is Really Happening in Russia
I have already said before that it is a grave error to suppose that the collapse of the Soviet Union constitutes the conversion of Russia. Russia was an enemy of the Catholic Church and a persecutor of Catholic nations long before the 1917 revolution. What is really happening in Russia has been briefly explained by Josyp Terelya in an interview which appeared in the spring 1992 issue of The Fatima Crusader (issue no. 40): "The communists are still in control. The whole party apparatus is totally in place. Nothing has changed. All those who were in power at the time of this so-called fall are still in power. Nobody has been thrown out, nobody has lost a job. The Communist Party has only gone underground for a while until it emerges again. They continue to receive the pay, the salaries that they've been receiving. . .
"Yeltsin is another anti-Christ . . . It's really the Masonic plot that is behind all this. It's really irrelevant what they call themselves — Socialists, communists or what-not, they are all materialists, they are all against God.
"Communism is passé. The Apocalypse speaks of the Red Dragon and the Black Beast. The Red Dragon is gasping its last breath, but the Black Beast now co-ordinates these same forces ...
"When I speak of this as the bulwark of the work of satan, I want to underline all the anti-God forces, all those that we would call secular humanism. They are trying to build humankind, or a human society — life on earth without God."
In his autobiography, Terelya describes a prophetic vision that he experienced a few years ago while Gorbachev was still in power and Yeltsin in disfavor with the Politburo:
I saw the new Babylon, the red city that was falling into the earth. In that city, under a Christian temple was a secret hiding place. There were eight men there — eight rulers, all eight waxen yellow. They laughed horribly and bared their teeth. Gorbachev told me it wasn't he who was in charge of the state. I saw the real leader of the USSR behind a yellow screen: It was Lucifer himself, in the person of Yeltsin, his eyes red and his face blushed.12
At Hruschiv, the Blessed Virgin warned: "Russia continues to refuse to recognize My Son; she rejects true charity and continues to live its demonic existence. Did I not ask for prayers for the lost Russian people on other occasions? [It was at Fatima that Our Lady asked for prayers and the Consecration of Russia.] If Russia does not accept Christ the King, the entire world faces ruin...Antichrist has power and is opposed to the will of the Eternal One . . . For a short time a godless kingdom shall maintain itself from one end of the world to the other."
Our Lady of Fatima has given us a substantially identical warning: "Russia will spread its errors throughout the world, fomenting wars and persecutions of the Church. The good will be martyred, the Holy Father will have much to suffer, and various nations will be annihilated. Russia will be the instrument of chastisement chosen by Heaven to punish the whole world if we do not beforehand obtain the conversion of that poor nation." When questioned about the "Third Secret" in Fulda, during his visit to Germany, the Holy Father said that he did not wish to reveal the whole secret in order not to encourage Russian aggression.
Russia's Military Moves Today
I have mentioned above that the rector of the Fatima shrine, Mons. Luciano Guerra has stated in public that the conversion of Russia has already taken place. Now we are being told that Sister Lucia is saying the same. In reality, Russia is still raising up wars and persecution of the Church. In Belgrade, the Vecernjie Novosti newspaper said more than 2000 Cossacks from Russia and Ukraine were fighting in Bosnia alongside Serbs against Moslems and Croats.13 In a talk given at the Fatima Peace Conference last October, Josyp Terelya reported that there are Russian officers wearing Serbian uniforms who are taking part in Serbia's expansionist aggression against Catholic Croatia and its other neighbors.
The (former?) Soviets are still arming Communist China. Russia, in fact, is selling heavy armaments to Red China. According to a report in Criminal Politics, Russia recently announced the sale of "SU-27 fighter jets numbering some 50 planes. China also expects to buy SU-31 interceptors from Russia and T-72 tanks and other air and naval weapons which are estimated to be valued at $4 billion during 1992."14
Russia is developing "an enhanced bubonic plague weapon''.l5 Soviet arms continue to flow to communist Cuba, in spite of that country's current impoverishment and Gorbachev/Yeltsin promises to Bush that the arms deliveries have stopped.16 McAlvany also reports that "The Russians have just developed and made operative a new air-to-surface missile with a range of over 100 KM, a speed of more than Mach-4 and an anti-radar warhead. A peace gesture, no doubt!"17
Russia's International "Diplomacy"
In a previous article, I pointed out that the Russians have a definite purpose for the political realignment of Europe that is now taking place:
The old hardline policies of the Communist Eastern European buffer states were an obstacle for Mr. Gorbachev's more ambitious designs for a Soviet dominated united Europe. The new democracies of Eastern Europe will crumble in an instant just as soon as the cue is given to the Communists, who still occupy key positions in the army, secret police and the prisons. That is not only true in Eastern Europe but even in some of the Western European countries.18
It must not be forgotten that the INF Treaty has already sealed the fate of Europe. As a result of that treaty, the Soviets now have a massive superiority over Western Europe. No European missile can reach Russia, but Russia has a multitude of missiles that can reach Europe. The future of Europe is in the hands of Moscow.
Europe is moving away from the post-war balance of power between the NATO-EEC bloc and the Warsaw Pact-COMECON bloc. Gorbachev is promoting the dissolution of the blocs and the re-ordering of Europe into one united unit. A united and neutral Europe will be a conglomeration of small states dominated by the Soviet giant. With its vast resources, population and arms, the Soviet Union will easily be the master of all Europe. It does not surprise me to hear that the new slogan in Russia is "to rule from Siberia to Iberia".19
Monsignor Guerra at the Service of
The changes in Eastern Europe, which Monsignor Guerra attributes to the intervention of Our Lady of Fatima, have actually taken place due to the intervention of the Kremlin bosses who formulated them in order to pave the way for a Russian dominated Europe. The disintegration of the Warsaw Pact was instituted by Moscow in order to erode the unity of NATO and ultimately bring about its dissolution. This is happening now. This situation will leave the United States in military and economic isolation. Russia, on the other hand, is working quietly and inexorably towards a new alignment that will combine the economic might of Japan and Germany with its own military muscle.
Early last year the Intelligence Digest reported that the Russians intend to create a new alliance, a tripartite axis consisting of Russia, Germany and Japan. The new tripartite axis which Russia is now preparing will destroy the balance of power that previously existed between NATO and the Warsaw Pact. The combined economic and military might of the new Russian axis will shift the strategic advantage decisively in favor of the (former?) Soviets vis-a-vis the position of an economically weakened and militarily isolated United States.
Russian and Japanese "committees for economic cooperation" are meeting on an ongoing basis to coordinate and solidify economic relations between the two nations20, while Germany has moved in to fill the economic vacuum that the corpse of the COMECON has left in Eastern Europe. Many still do not see the handwriting on the wall, they refuse to believe that Russia could have any sinister designs because they cling to the belief that Russia has already been converted.
Russia Against Pope John Paul II
Russia also has a score to settle with the Pope. In 1981, Ronald Reagan met secretly with Pope John Paul II to map out a strategy for liberating Poland from the grip of the Soviet Union.21 The Pope gave moral support to the Solidarity uprising in 1980, and much needed financial aid for Solidarity was channeled from the United States to Poland through the Vatican. John Paul, the Slavic Pope, also gave moral support to the Baltic nations, Ukraine, Belarus and all the Eastern European peoples who sought to break the bonds of their Soviet slave-masters. The Kremlin bosses are not pleased with the prospect of Karol Wojtyla remaining much longer on the chair of Peter.
Our Lady's Triumph?!
According to Fr. Rene Laurentin, "the conversion of Russia is in process. This process began, heroically, in the seventies, when the elite of the very generations raised as atheists began to turn towards God."22 While this conversion was "in process", the Russians waged a genocidal war against Afghanistan, imposed martial law on Poland, financed and armed communist assassins and terrorists in the Philippines, Nicaragua, Angola, Mozambique, South Africa and in the Middle East. Is that the sort of "conversion" that Our Lady promised?
If the "conversion" of Russia is the "proof" for the Consecration of Russia, then the only thing it proves is that the Consecration of Russia requested by Our Lady of Fatima is not yet done. Religious conversion is by definition, "to change from heathenism to Christianity; to turn from a bad life to a good, religious, and holy one."23 That has not happened in Russia. God wants the conversion of Russia to be clearly the triumph of Our Lady, the fruit of Her intercession, so that devotion to the Immaculate Heart of Mary will be established in the world. While speaking in Fatima in 1992, Father Caillon asked the question, "Why in France do we not yet see the triumph of the Immaculate Heart of Mary which will also be the triumph of Christ and His Church? Where is the explanation?" Frère François gives what is really the only reasonable answer: "That triumph has not yet come because the Holy Father has not accomplished the consecration of Russia in the conditions demanded by Our Lady."
The Pope and Sister Lucia
It is ultimately the Pope who must judge this matter. In the final instance it is not up to the Bishop of Fatima or Sister Lucia to determine what needs to be done in order to fulfill Our Lady's request. It pertains to Sister Lucia to transmit the message that Our Lady revealed. It pertains to the local bishop to approve or to disapprove, but the interpretation of the message is reserved to the authority of the Pope.24
The Pope has not made an authoritative interpretation or ruling. However, Our Lady's words are clear enough: "He (God) is going to punish the world by means of war, hunger and persecution of the Church and the Holy Father. To prevent it I shall come to ask for the Consecration of RUSSIA to My Immaculate Heart, and the Communion of reparation on the first Saturdays." (July 13, 1917); and: "The moment has come in which God asks the Holy Father to make, and to order that in union with him and at the same time, all the bishops of the world make the consecration of Russia to My Immaculate Heart ..." (June 13, 1929)
Sister Lucia transmitted Our Lady's request to the Pope's representative by means of official statements on two above mentioned occasions. She stated to the Apostolic Nuncio that the Pope must select a date on which to order the bishops of the whole world to make a public and solemn act of reparation and Consecration of Russia to the Most Sacred Hearts of Jesus and Mary, each in his own cathedral and at the same time as performed by the Pope. That having been said, nothing further is needed from her.
The Pope Has Spoken Very Publicly
Father Rene Laurentin has written, "the best judge on the consecration that was made by the Pope, after careful and mature reflection, is none other than John Paul II himself."25 Father Laurentin's reflection, however, is not very careful since it ignores the Pope's most revealing public remark about the Consecration of Russia: Pope John Paul II on March 25, 1984, after he had consecrated the world, twice addressed words to Our Lady of Fatima which contained a clear admission that the Consecration that She requested still remained to be done. His words, published in the Vatican Newspaper, the L'Osservatore Romano, were: "Enlighten especially the peoples of which You Yourself are awaiting our consecration and confiding.26 "Again, several hours after he consecrated the world the Holy Father again addressed Our Lady of Fatima in St. Peter's Basilica with these words:
We wished to choose this Sunday for the act of entrusting and consecration of the world . . . of all peoples especially those who have a very great need of this consecration and entrustment, of those peoples for whom You Yourself ARE AWAITING our act ofconsecration.27
Finally, as Father Laurentin says, the Pope Continues "to enjoy the supreme charism in the matter, namely, the unique supreme charism of authoritatively interpreting God's will.28 "The Pope has not yet exercised that authority, but he himself has stated that Our Lady is still awaiting his act of consecration.29
